Create subscription

Creates a new subscription

Notifications endpoint documentation needs to be updated to include Stream Monitor (maas) option and settings. The message type section in the endpoint documentation also appears to be incomplete.

Subscription delivery method. One of email, webhook, sns, aeg, pubsub.
-email - e-mail delivered notification
-webhook - webhook notification
-sns - Amazon Simple Notification Service
-aeg - Azure Event Grid
-pubsub - Google PubSub
